Fined for a noise complaint

I was recently fined $100 dollars for getting a noise complaint during our quiet hours. Can they do that? The police didn’t come and nothing was broken so I’m just a little confused about what I’m payin for. Also, there was nothing official about the noise complaint it’s justwhat security reported and there were many other apartments with loud music as well (mainly a college student community) and no names or anything was actually taken down and when the complaint was made we were outside with other people from the complex so there was no noise associated with our patricular apartment.
