First, Last & Deposit Lawful in CA?

Hi,

I have been house shopping and had a landord tell me I have to pay first $1800, last $1800, deposit $1800. and pet deposit of $300. The $300 will NOT be returned to me if the hosue is in good condition, she will keep that no matter what. She said it is for flee removal carpet cleaning etc. I had two friends tell me that first, last and deposit is illegal in California. Is that true? I like the house. What do I do if it is illegal?
