He not fix anything

I am at a loss I have called and called my landlord about the water. The toilet is borken I have had to turn the water off to it and fill the tank up by a bucket. Then I just found out that a pipe broke under the house. I just got my water bill in the mail and it was 1183.00$. Please tell me is there anyhthing I can do? I am a stay at home mom with my two kids and my husband work at a tire store. We live basicly pay check to pay check and there is no way we can pay this much for water. My bill went from 70$ to over 1000.00$ Please tell me if there is anything I can do?
