How Clean Is Clean?

I own 2 rental units in Dewey Beach. I recently had a family reserve Unit B. They arrived  3 hours early w/out my permission (the door was unlocked). They called me (I live in MD) & said the stove was too old & they did not want to use it. Since Unit A was not yet reserved, I offered them Unit A instead. I told them the housekeeper would clean Unit A for in a few hours. They entered Unit A 2 hours early (w/out) my permission). Hours later, the housekeeper cleaned, but they weren’t satisfied. I asked the housekeeper to go back the next day. After cleaning the next day, the housekeeper asked the renters if it was clean enough and they said yes. A few hours later, the renters called me, angry, because “the housekeeper didn’t vacuum under all the couches and behind all furniture and that she did not move the refrigerator to mop under it.” To keep the peace, I refunded them $1,200 from the $3,700 they paid, & I asked the housekeeper to come back again the next day to do a massive cleaning (not the usual weekly cleaning). I had to pay her a lot more for this. I still have the renters $800 security deposit & I would like to know if I can keep some of the money because (1) they arrived 3 hours early; & (2) I believe the renters are obsessed over cleanliness & I feel the Unit didn’t need a massive cleaning.
