How do I get my deposit back?

I am in need of some advice. I informed my landlord a month and a half before my lease was up that I was moving out of state. I gave them a letter as well as phoned them of my intent. I moved out a few days before the month was up and left the place in great shape. This was two months ago and I still have not received my deposit back or a detailed list of damages. There have been four phone calls in regards to this and I feel I am getting the runaround. They say I left the place immaculate and will get the check out to me at the end of the week. Another week goes by and nothing. Just phone call after phone call. I am getting extremely frustrated as I can’t rent a place without that money back. I don’t know what to do…please help!

Related question: Would you use a neutral third party to manage a deposit between you and your landlord? If you’re a landlord, would you use such a service? What would make you comfortable in terms of rules for how deposits get returned or not returned?
