Irritating Tenants

In a nutshell I have reported the family above mine numerous times for the exessive noise. We attempted to speak to them first and their response was "hey, we have been here longer".  So as a result they called the police on us because my 9 month old woke up crying in the middle of the night. Our leasing lady has not said anything to them in regardsof being loud and having a warning and or action taken. She just gives "can you try to keep it down". The noise is a lot of hard bumping, loud music, smelling of weed come into our apartment, and the have a treadmill they use that causes items on my top shelf and chandelier to shake and rattle. We want to leave this place like now being that the lesson office is doing nothing to resolve our complaints. I also am not about to have them call the police on us because we are reporting their noises. Had you respected when we came to you before the landlord we wouldn’t have the issue at hand. Any advice?
