Land lady kept security deposit but I didn’t move in

I found a rental that I thought I would move into, I gave the Landlady the Security deposit and we had agreed that i would get the renter’s agreement form from a store and than I would fill it out and pay the first months rent in the next few days and move in as soon as the present tenent moved out.  However, the present tenent told me that the roosters in a nearby yard were abundant and crowed all night long so that she could not sleep.  The Landlady was aware of the complaint but did not really inform me of the true nature of the noise.  I told her that I changed my mind and she refuses to return any of my $825.

File a complaint. That should get it done. http://www.rentalprotectionagency.com/complaint_center.php. Talking to the landlord to sort things is still my best advice though.
