Landlord breaches the agreement.

I just moved in a condo last week, there are four families in the condo. Problem started with my neighbor, and my landlord didn’t try to resolve it.

In the first two nights, the neighbor in the first floor kept the TV on through the night. I have a 9-month-old baby at home, when I got up at night to look after my baby, the TV is still on. Also, she has a dog in her apartment. Her dog tried to go into my house several times, no one followed it. When I opened my door to the backyard, the dog was just in my hall way and barked loudly. It is very dangerous to my baby. The dog dump waste in the backyard we shared, some of them near my door, and no one clean it up. Further, she complained about my stripe at my side of the backyard which I used to hang up my clothes. Actually, my landlord allowed me to put up the stripe in that way. And they have another way out on their side.  She said the strip blocked her way out when she chase the dog. The stripe is also dangerous to her kids because her kid could run into the stripe and their neck. It is ridiculous because she has a stripe at the same height, and it goes under my window. As we didn’t agreed on this issue, she cut the stripe by herself when I was not there. All my clothes fell on the ground so I have to wash them again. The stripe was not expensive but it is very offensive. I told my landlord about all the stuff, he did nothing and the problem is still on.

The neighbor live in the second floor is even more aggressive. She is the niece of my landlord so he acts very slowly on her issue. There is a big trailer in the backyard. And it has been left for many years, things inside is already rotten, and it is very dirty and stinky outside. My landlord told us, it was discarded by some former residents, so we can do whatever we want on the trailer. So we tried to clean it up. But after we took out everything, my landlord’s niece showed up, claiming the trailer is their property. We touched their stuff without asking them so we have to clean it up, put everything back, or they will call police. Her attitude is very bad and she tried to threaten us several times at our door. Her reason is the property belongs to her grandmother so we have to do as she wants. We called landlord, he don’t want to solve the problem right away, we accepted the suggestion that we wait until tomorrow. Later on, my landlord showed up and put back all the stuff. The landlord’s niece also mentions our stripe. She said we should not take up their space since we just moved in for one week. She also said the back yard is shared by everybody. Her idea just contradicts with each other. We said they can take up the space by the trailer and the camp, why can’t we. The share is not equal among everybody.  They said they don’t care about it. They refused to discuss about the space they have already taken, the reason is they have been lived there for 10, 20 years. So we can’t take their stuff away by just moved in by two weeks.

I complained about it with my landlord. I said we should build a fence in between to stop the problem. He agreed right away and promised to do it on Tuesday, which is today. But he didn’t show up until now. It is now 4 pm. He didn’t pick up my first call in the morning, and he hand up my second call at 11 am by the excuse that he was talking with his mother. No response ever after that, it is such a long talk. He also breaches the agreement that he should fix the damage in the house. The refrigerator is leaking, so the floor in the kitchen is wavy, he said he would fix that, but no action since he promised. One window cannot be locked; one switch of the oven top is broken; door of one bedroom is very hard to open; no light in the front door, no light in the basement; he promised to call the oil company but he didn’t. Every time I called him, he has excuse not to come. Most common excuse is his mother is sick.
