Landlord doesn’t enforce community rules.

I’ll keep it short as possible. My neighbors at our apartment complex are big fans of leaving their trash out for days at a time. Not just one bag, but several (as of this morning, 4 bags). We live in Texas and are currently experiencing a heat wave. More than 20 days of 100+ temperatures. You can probably guess how bad it smells. The trash bags leak and run nasty stuff everywhere. These people do this constantly. They’ll finally pick up these bags after 3-4 days. Then 2 days later, they do the same thing again. They never clean up. We all live upstairs and the trash has actually leaked down onto the stairwell and handrail. Its pretty disgusting.

Our lease terms state that you will be fined or evicted for repeatedly failing to dispose of your trash in the nearby dumpsters.

The problem, which I found out after complaining to our property manager, is that these neighbors are actually the daughter and son in law of the property manager.

The property manager has quit returning any calls I make and the trash continues to be disposed of as they see fit, typically after it sits there for 3-4 days every time.

What can I do?
