landlord filing false documentation

apt mgr at del coranado apts in sj ca filed a false report about me parking in a visitor space overnight. i have a new and totally legal vehicle that was parked there for less than three hours that day. when asked she said it was just so she can keep my information on file. how is this justifiable?
