Landlord is overcharging tenants for extermination fees

The neighbors above my apartment had a bed bug problem, and a month later we discovered the bugs in my apartment.

The landlord would not let us hire our own pest control company, she forced her company on us and charged us $350 for the service.  We have

since discovered that the pest control company she uses only charges $150 for the service, so she is basically pocketing a $200 kickback off of her tenants’ misery.  When we advised her that we would hire a licensed exterminator of our choosing, she flatly refused and said that all extermination services in the complex are performed by her preferred exterminator.

 What agency should we inform of her illegal racket?
