Landlord Keys

I purchased a condo that had a Property manager and is rented to a tenant.  The property manager and owner have not provided keys to the property and the tenant has not made any contact after repeated attempts.  I posted a letter on the door and have made numerous calls.  I am trying to resell the property but have no access to show it.  I want to know if I can change the locks and provide the key to the tenant so I will have access to this property and can show it.  I was going to send a registered letter to the tenant to advise where they can contact me to either give current key or obtain a copy of the new key after the locks were changed.
