Landlord lied, now my daughter cannot be approved for new rental

My daughter, who is a full-time, hard-working, single mom, had issues with one landlord. The place was a dump and everytime she called to fix it, she had issues. She found violations and threatened to report them. Right after that, they evicted her.

She always paid her rent, on time. She left there and found another apartment, that also has issues, but not as bad, so she applied for a place with a good record in a nice location and was denied. She asked why, and the very first landlord reported that she never paid late fees (she was never late) and never paid her water bill (she never was supposed to pay the water bill).

Now this will cause her an issue wherever she tries to go and she is stuck because she already gave notice to her current landlord. How can they get away with lying and what can she do? She is in a time crunch due to this. Any help is appreciated.
