landlord paid for someone to illegally enter our apartment NYS

Our landlord paid a plumber to enter our apartment without our knowledge, place a padlock on our basement door where our breaker box is. The D.A. is saying this is civil. That a landlord has the right to hire someone to enter your apartment without your knowledge or consent. The excuse was he was making repairs. But why would he place a padlock on the door? We need access to the basement to turn our breaker back on, shut the water tank off if there is a flood.
