Landlord suddenly adding water to rent

We’ve lived in an apartment community of probably 200 apartments for a little over a year now. The community changed management a few months back, and since then, the new management has made some drastic changes. While we always got water bills from the office and paid directly to them (water is submetered), the new management has suddenly started demanding water to be paid together with rent (instead of by the due dates on our bills), so they are now due by the 5th. If the water bill is not paid, the landlord charges a late fee of 5% of ENTIRE RENT + water together. Is this legal? This is in NC.
