Landlord won’t install right noise-quelling windows

Major road construction work (the Los Angeles Expo Line) is being done on the street where I live, and is scheduled for night work for two more weeks; and during the day for several months. Our landlord won’t install the right kind of windows that seal out noise. What can we do? We’ll be deaf, and senseless from lack of sleep.
