Threatened by neighbor problems

Hi I am looking for advice on a neighbor problems.  We were recently threatened by our neighbors below us to the point that they tried to get us to fight them.  This was all because they were claiming that we were running up and down the hallway.  The problem was we were just getting back from dinner, so we hadn’t even been there the whole time he claimed we were disturbing him.  After getting back to our apartment, one of our other neighbors called the police on him since he kept yelling.  When the cops arrived, he claimed a man and a woman were having a fight in our apartment and told the cops to beware of our ‘gigantic’ dog.  So the cops entered our apartment and realized very quickly that we were not to blame (and that our 10 pound dog is not exactly ‘gigantic’).  When the cops talked to our obnoxious neighbor again, he threatened them to the point that they were almost going to arrest him.  However, they did not, but they did file a report.  The next day we went to the office to fill out a complaint form and he was there.  He threatened us again by yelling and cursing in front of the landlord.  The landlord later informed us that they were working on the problem.  However, it is a few days later and I just talked to the landlord again.  She told us that he came and apologized and cried, so she thinks we are safe.  She also told us that we should keep it down and make sure to be very quiet.  My roommate and I gave the dog back to its previous owner for now because neither of us feel safe walking him.  We told the landlord and she seemed unconcerned.  All she was concerned about was claiming that we are noisy even though we weren’t even there at the time (and we never run up and down the steps)!  I know my rights are being violated but I don’t know what to do about it.  Is there any way that we can incourage the landlord to actually do something about it?  Can the police records be used to prove that we really aren’t safe?
