No Registration for a Rental Property

I have been renting a houe for over a year and I just found out that the house was not registered as a rental property with the city. When the inspection letter came in the mail I informed the company who I pay rent to. He ignored it. I really didnt think about it until I called downtown to see if he had responded to the letter and of course he did not. So my question is can he rent this property without it being registered and can I take him to court for falsely renting this house out to my family?
