Noise Complaint about tenant upstairs after more than 5 documented instances

My roommate and I have lived in this apartment for almost 4 years. Since Jan of 2011, some rowdy upstairs tenant/neighbors have moved in. At first, we did the neighborly thing of going up the next day and sharing that they were noisy the night before. That did not seem to help so we started calling the security guard. While that has been helping them stop for that time/ that call.. it has not deterred them from starting again another night. We usually get woken up at 12:30 am or 3:30am due to their loud talking and laughing on the balcony above our bedroom. We are living in Brownsville, Texas and don’t know what our next legal option is.

What is something we can do?
