parking

I live in an apartment complex in St Petersburg, Fl and sometimes when I come home from work at night, there is NO free parking spaces available. If I park in the covered parking spots I am subject to be towed away at my expense. The covered parking is 25.00 a month. Can the management charge for parking when there is limited parking to begin with and there are 2-3 vehicles that have no current tags? Is this legal?
