Please help!!!

Hello, my daughter moved into an apartment on 8/1/11, we noticed bites on my granddaughter about a week and a half ago and thought they were misquito bites, but they are bed bugs!!! she never had this issue until she moved in!!! However we she was telling me about it she told me that when she signed her papers with the property management that they also had her sign a paper that if she was to get bed bugs that she would be responsible for taking care of the problem! she told them she has never had that problem and she was very clean, she asked is there bed bugs in the apartment?, she was told no and was told this was just a paper that had to be signed by all tenants!!! What is she going to do? she is a single mother and is getting ready to have another baby!  Is this paper legal and does this hold her responsible? Please help!!!
