PLEASE HELP ASAP IMPORTANT PROBLEM WITH LANDLORD

my husband and i have been renting from our landlord since march 2011, we were in a 2 bedroom trailer but moved into one of his 3 bedrooms. we were paying rent religilsy up until winter hit. we found out that the trailer did not have heat and we have a 5 year old and a 2 year old. our kids ended up getting pneumonia and bronchitis TWICE within a month. we had someone come out and look at the heat, they said they could repair the heat for $600, our landlord turned that down, so he had someone he knew come out and they wanted to charge $1200, he turned that down. he ended up bringing us two space heaters, we ended up not being able to use one of them cause the plug burnt up (FIRE HAZARD), but he didnt see it that way. we paid half of our rent for december and than he VERBALLY said he was NOT going to fix the heat, he than said verbally we had to move out, even after we told him once we got our taxes we were going to pay 2-3 months ahead. now he is saying that we have to move out by Feb 1st and he is cutting off the water and putting a lock on it. he typed up a notice saying that we have to move out and everything out of the trailer by jan 31st. Whe also said that he was going to garnish our wages. WHAT DO I NEED TO DO AND WHO DO I NEED TO CONTACT??? PLEASE HELP

First off, are you leased and for how long? If you are leased then the landlord has to abide the lease up till the time it expires because it is a binding contract, if it is a monthly basis payment then he has to give you 30 days notice and you have to vacate the place and move out but you get your deposit.
