Power bill refusal landlord to show tenant

MY land lord has been ask on several occasions to provide me with a copy or my part of the power bill. She just scribbles it on a piece of paper.  It is shared bill with two different meters. The few times I have seen the actual bill it clearly shows two different meters. She has been overcharging me for quite awhile.  Is it legal for her to not show me the power bill?
