problem with apartment complex

my neice and her fiance  are renting an apartment at ashbury apartments and there are drugs being sold on the propertyand the coperation was contacted and they want to move out and the complex wants 2 moths paid upfront to break the lease also my neice car was broken into and it took 6 months for them to fix the dishwasher, air conditon was not working in the bedroom but most of all there are drugs being sold and was told by the complex not to call the police.
