problem with pests

 I AM WRITNG IN REGARDS TO A PROBLEM WITH RATS.  I HAVE A NEIGHBOR THAT DOES NOT TAKE CARE OF THEIR GARBAGE VERY WELL SO IN TURN THEY HAVE GOTTEN RATS.  WE HAVE THE SAME LANDLORD.  HOWEVER, WHEN CONTACTING THE LAND LORD HE JUST BRUSHES IT OFF AS NO BIG DEAL. I AM NOT GOING TO LIVE WITH RATS.  ARE THEY NOT RESPONSIBLE FOR EXTERMINATING??  AND HOW DO I GO ABOUT MAKING THEM DO THAT. RATS ARE NASTY!!  HE DID TELL THE NEIGHBOR TO PICK UP THEIR GARBAGE BUT THAT DOESN’T GET RID OF THE CRITTERS!

WHAT RIGHTS DO I HAVE TO GET THEM TO TAKE CARE OF THEIR RESPONSIBILITY?  WE LIVE IN A FAIRLY NICE LITTLE HOUSING DEVELOPMENT, IT IS A SHAME THAT PEOPLE HAVE TO BE SO NASTY AND RUIN PROPERTIES.  HOWEVER, THE REAL ESTATE MANAGER DOES NOT SEEM TO CARE, ONE WAY OR ANOTHER.
