Problem with reserved carport

 We have been here for almost 9 months and had never had any problems until last month.  We have two reserved carports that have been occupied by other residents. It has happened six times and nothing has been done. I have talked to the manager and everyone in the leasing office and all they tell me is "we’ll look into it". They have a policy where they don’t believe in towing a vehicle with out the managers approval.  The manager explained that they give out a warning and then if it keeps happening then they will tow. There has been a car that has parked in our reserved carport and the office seems to not be able to find the owner of that vehicle. What can I do? Could I get out of the lease because it’s dangerous walking through the whole apartment complex with my two year old daughter because my carport is taken? I don’t feel safe, even though the apartment is gated there is obviously non-residents that are on the premises since the owner of the vehicle can not be found.
