problem with very poor Managment please help

Who do i call to report my manager that is suppose to be managing the apartments i live in , he refuses to fix anything ,and doesnt except money orders for the rent only cash , doesnt want to contact owner when ask by tenants he says the owner doesnt want to talk. I dont think the owner has a clue on how the manager is running his property I have tried to find out the owner of this property online AND NO LUCK this aparment complex is infested with coachroaches and bed bugs I have also found two brown reclus in my apartment. I am a single mom With a 5 month old baby girl who needshelp in being pointed in right direction on legal advice please tell me what i can do.
