problems getting leaks repaired

My question is on behalf of my daughter.   She lives in subsidized housing.  They have had a leak in their upstairs bathroom for quite a while now.  They have repeatedly complained.  The maint.  comes and fixes the ceiling but not the leak.  The ceiling has fell in, there has been black mold and now from the back of the toilet it has been so moist that the tiling is peeling up and maggots are now living there.  I told her to take photos, she has a 3 yr old and a baby due anytime and is afraid to report this elsewhere as she might be evicted….who do you report to?
