Problems with Landlord/X husband in not fitting agreed upon repairs.

I got a divorse 3 years ago and at that time in our agreement my X was to fix all the repairs that the property and the house needed. He has done a few of them, but there are major things that still need to be done.  This is where it get confuessing I am to pay him a 1000.00 a month which is not a problem except for the fact that he takes it out the my child/spoual support before giving me my checks, and he is not suppose to, he is to pay me in full and then in return any monies due to him are paid by me to him directy. So heres where  I get confuessed I am unable deduct money from rent to get some of the repairs done as a normal Landlord/Tenant would do in need of repairs getting done. I am going to file papers with the court to have his wages granished so I will in time get paid in full, but until then what can I do to move ahead in getting these repairs done?
