Property Manager demanding money for bed bug treatment

I have been staying in this apartment since March 2011. My first experience with bed bugs was in September 2011. I complained to the apartment management & they treated the unit for bed bugs & did not charge us. We realised later that many of  units in this apartment had been infested with bed bugs. 

In October 2012 the management sent a people from ‘Team Too’ to check each & every unit. They found 1 bed bug in our unit &  informed us that our unit was to be treated for bed bugs. They informed occupants of many other units as well.
The chemical treatment is all done. Now the property manager has sent a rather rude sounding letter to the occupants (whose units were treated for bed bugs) to pay the charges for the treatment & if the unit is infested once again, we may face eviction.
If we don’t pay, we will face legal charges.
How do we deal with this situation?
In my observation, this letter has been sent to those who have been staying in this apartment for more than a year.
Are they doing it to get rid of old tenants so that they can demand more rent from the new tenants?
