Rent to be charged according to facility available

hi,

I live in a condo which is furnished by my lanlord.( he has provided Cot , Center table , a TV which does not work , a computer table and a small table).
The address is Cottage Street , Jersey City New jersey.
Is there a a rule in jersey city that a house in a particular area will be rented for a particular rent which has the particulr facility.
My landlord charges me a very high rent. When an american and visited my house , he stated the rent about $500 , less than what I pay and he increased the rent for me a month back.
My landlord never cares about any maintenance work and very abusive too. But he speaks properly to an American. I am scared of him. He is capable of anything!
