security deposit refund

My landlord has not refunded my $1200 security deposit in NYC. I moved out on July 1 and have repeatedly requested it. Do I have any recourse or is there an agency that will help me? Does he have a certain amount of time to withold my money? Do i need to go to court. I need the money to pay next months rent in my new apt.
