Security deposit used by landlord

Is it legal in Colorado for Landlord to subtract money from security deposit for their time spend on working at the property after tenants moved out?
Example:

*Miscellaneous Services – as a result of the necessity to charge Tenant for a replacement hot tub cover, at this time Landlord will not bill $220.00 for time/services required to:
·         clean dog feces from backyard (which was previously cleaned as of 10/11/12); 0.50 hours @ $20.00 = $10.00
·         mow front and back yards; 1.0 hour @ $20.00 = $20.00
·         rake, bag and remove excessive amount of leaves; 2.0 hours @ $20.00 = $40.00
·         remove excessive cigarette butts from deck crevices; 0.50 hours @ $20 = $10.00
·         remove and replace a portion of Pergo flooring with a sizable scratch at the bottom of the stairs; 3.0 hours @ $20.00 = $60.00
·         paint kitchen cabinet scratches/wear & tear; 1.5 hours @ $20.00 = $30.00
·         clean interior windows, remove cobwebs, additional touch-up cleaning; 2.5 hours @ $20.00 = $50.00
