sewer problems

We have been having sewer problems (sewer backing up into our basement) since w moved in to our rental a year and a half ago. It started with over flowing toilets, and sinks backing up, and turned into a basement being completely flooded with raw sewer water last summer. My husband and I had the septic pumped, and rented equipment to rototill the pipes, (all with absolutely no assistance and even resistance to them paying for the rototiller, and not wanting a plumber). However now his problem has resurfaced with all the rainfall, and it is again backing up into my basement, the man who came to pump last year had stated that the drain field was shot and in desperate need of repair, but the owners keep disregarding this and asking me if "some thing could be being put down the lines" implying it was our fault…even though this has been happening repeatedly since we moved in! What do I do, I have four children (10 and older, so far to old to have the little toys they are suggesting would be being placed in the lines by children), and do not wish for my children to become ill. we can barely take showers, or wash dishes without this problem getting worse…need help!!!
