Unfair eviction of tennants for improper form & lateness in filing background check

My mother  recently rented her condo to a couple moving down to Florida.  The couple filled in forms for a background check and money was sent.  The condo association sent a letter evicting them for not filing in advance and on the proper form.My mother is 88 years old. She is not a real estate mogul.  She does not seek to bilk people out of their money – she is not anot an attorney pouring over condo docs – she is simply a lay  person trying to rent a space. 

She has owned the property for 40+ years – probably longer than the Management Association has beenin existence or longer than its agents have been alive.  I doubt that she voted for this organization or approved of their these drastic measures.  I doubt she would have bought an apartment in this complex had these practices been in effect.  Is there no provision for grandfathering in certain units who have  not voted or approve of these changes?

The tennants have not failed a background check, they just did not submit it in a timely fashion – but to evict them to the streets seems drastic and it seems that the real estate management company now wields more power than the owner.  I can see a fine for not following the format but eviction seems excessive.  More families on the street….really? Is that the image we are going for in Florida?   If I were the tennant I would re-evaluate this state and certainly never consider purchasing a condo.

I need advice as to how to proceed.  The Management company does not wish to negotiate.  They simply say the tenants have to leave.
