unreturned deposit by management. Is that legal?

I gave my 30 day notice to the management department and i cleaned the apartment from top  to bottom. i vacated the apartment as promised. I left a return address for management to forward my remaining deposit to me with in 21 days as stated in the rental agreement. 21 days have came and gone 3 times over. i moved december 29th of 2010 and it is now march 30th of 2011. I have called and called and i am being givin the run around and things are being said like(let me contact the main office and i’ll get back to you ). and no one ever calls me back.i even went as far as to go back up there to speak to someone in person and i asked for a number and address to the corprate office and management refused to give it to me and said that she could not give out  the number. and she didn’t know the address of the main office. Please can someone help me!

Send them a letter, certified mail, that your security deposit has not been returned by the specified time (I assume your state has timeframe for returning security deposits?), and if it is not forwarded to you within two weeks (give a specific date), that you will take them to court in order to remedy the situation. If they do not comply, follow through. It shouldn’t take a lot of money to file, and you can ask the court to include court fees and filing fees in any judgment against the landlord so you can recoup.
