unreturned security deposit

My son put a deposit on an apartment that was meant to be finished within 2 weeks which turned into 4 then 8 with nothing being fixed in the apartment. He and his girlfriend were then forced by time restraints to get another apartment elsewhere. He never moved in or received a key. The landlord has refused to give the deposit back and fails to return calls etc. so he is taking her to small claims. Pretty open and shut case but I am curious about added penalties or interest that can be asked for.

I hope there’s a signed lease on this. You have every right to dispute those. It’s always a good option to get in touch with landlord and have nice talk about it. Next would the complaint. File it with RPA for more help.http://www.rentalprotectionagency.com/complaint_center.php
