Walled in Water Heater

We cannot get to out water heater to check it because the Landlords walled it in. I mentioned that we wanted to turn the heat down a bit to save money on our electric bill but they said there is no way to get to it unless they take down the wall.  Besides this problem, there are only two fire dectectors (No where near the Kitchen)in the house  and NO carbon monoxide dectectors at all! We have had to have the plumbers out to the house over a dozen times in the past year due to excessive roots that have broken the pipes – they refuse to fix it (They have paid for all but two visits). Also they promised to finish putting up the insulation in the attic, its just sitting on the floor up there, and has been since me moved in. What can we do about these problems, who do I need to contact?
