Who is responsible LandLord or tenant to get rid of bedbugs?

I am a Fair Housing Counselor here in San Diego, I am getting a lot of calls on Bed Bug issues. A tenant moves in and finds out his neighbors and he has bed bugs. Who is responsible Tenant or Landlord.?
