who should i call to complain?

The apartments that I live in have been doing upgrades with the water pipes. They came in my apartment replaced the pipes and "patched" up the wholes in the walls that they caused. I also have a whole in my shower wall that they covered up with plastic. It has been 5 months now and I still can’t replace my furniture to where it was because they still need to come in and finish with the walls. What has me worried is the fact that the whole in the shower could be causing mold. I tried calling the city they said to call the county. I have got no where with them. I have no idea who I should try to call.
