who should pay bed bug treatment

i recently moved into an apt in febuary of 2001. by the first weekend my daughter started experiencing bites on her body, also allergic reactions to said bites. ine month later , we found out there were bed bugs in the apt. the previous places that we both lived at, were tested , and no bed bugs found. my qwestion is? Whom sould pay for treatment for bed bugs including doctor costs, me or the the apartment complex?
