Bed bugs in an apartment manager not doing anything about it what are my rights?

I live in apartment and we have bed bugs the landlord has refused to do anything about it what are my rights as a renter in Utah. I am not the only renter who has them and it seems like they are getting out of control. What rights do we renters have?
