high reletting fee lease. to someone

Dear sir/ mam,

I had to move because I lost my job and then got some better opportunity. 
So I found a tenant myself and provided them. 
They charged him application fee and rekey fee which is quite justifiable. 
They are charging $ 500 and got it signedas an option to reletting someone. The original document
Specifically says that during sublet or replacement they can only charge paperwork fee.
Could you please advice if this fee is justified? 
Property is 
4301 columbia pike
Arlington va 22204
