Can landlords do this…?

To Whom It May Concern: 
My three roommates and I are currently renting a beach home in Mission Beach.  When we first decided to move in, our landlord let us briefly see the house to get an idea of the space situation, and told us it would be professionally cleaned before we moved in.  We moved in September 4th, 2012.  
First off, after having already provided a deposit, she demanded we pay our rent a month before we even moved in as, what she described, "good faith money."  I thought the deposit shows our good faith – is it legal to request rent before we even move in? 
These are the following issues with the home: 
– The floors have dirt caked on and is hardly removable. The floors are also just hardwood with chipping primer, since she used to have tile on top of these primed floors.  
– There is a large amount of cat hair throughout the house.
– There is cat hair embedded into the woven rugs.
– The pipes underneath the kitchen sink are leaking dirty water and attracting flies.
– The caps and batteries of our smoke alarm are missing.
– We still have not received keys to the doors. 
– There are no screens or locks for the windows. 
– There is only one trash bin for a total of six tenants (upstairs and downstairs units).
– There are cardboard boxes in our closet.  
We have emailed and tried contacting our landlord many times, to which she never replies.  We have given her almost two months to take care of these issues, some of which are legal problems, and she has yet to respond.
What are the next steps we can take to remedy the situation?
