Landlord will not remove carpet

I need some advice on how to handle all this. We moved into this unit in Aurora, CO and agreed to have some stains in the carpet because the landlord did not want to change the carpet because we have two small dogs. The day we moved in in April 2010 we noticed that there was a significant smell of animal urine and feces. We have been trying since then to get the carpet replaced because the smell is really bad. We have all been really sick since moving in, and are worried that between that and the mold and mildew in the bathrooms, we will continue to be sick. We have offered to remove and replace the carpeting our selves if they would take the cost off of rent. We went as far as to offer to eat half the cost so we could get it handled, but they keep ignoring us and saying they are working with the owner to get this resolved. We have threatened to call the housing authority, and they got all stressed out, but still nothing has been done. What is my next step, and what are my legal options? We asked to just be let out of the lease if they do not want to replace the carpet, but they won’t do that either. Please help!!
