Need tuckpointing… Wet walls peeling paint mildew and mold what are my rights?

I just moved in to this apartment, the paint is peeling on the northern exterior wall. I have tried to repaint the wall and the old paint peeled off with the new. There are signs of mold and a distict oder of mildew. The building is 100+ years old and I have heard that this particular apartment had some severe flooding prior to my tennancy. I smoke, but have noticed an increase in coughing since I have moved in. I put a lean-to bookcase against the wall and (without any undue weight on the bookcase) put a large hole in the wall. I contacted the managment who had somone come out within 48 hour to repair the hole but when I described the problem (mentioned that the consisntancy of the plaster was like "wet sand" he seemed to brush it off. I don’t know if he realizes that the situation is as serious as it seems on my end. I want to know what my next course of action is. Is the managment of this property liable for these problems. Can I be held liable for painting the walls and what are my rights as a tennant regarding moldy, wet walls in Missouri (I had a cardboard box next to the wall and after a rain storm the moisture from the wall soaked through the box… just to give you an idea…?)

The property clearly has a leak somewhere and needs to be fixed. Painting over wet wall will just cost you money and time. Your landlord needs to take care of the problem before it becomes a huge mold problem.

Since your landlord is brushing you off and not taking your wet walls/ mold problem serious, then you logically should move to a formal action.
