Parking fees tied to rent?

I was behind in my rent by one month which i paid Oct. 2, and still have to pay this months rent , and i still owe late fees from previous times i have paid the rent late. I also pay a parking fee, which i pay every month. My car was towed this morning and when i called i was told the parking fee was applied to the rent i owe. I said no one informed me of this when i paid the rent and parking fee on Oct. 2nd. They said that is their common practice and its not up to them to remind the tenant. But if it’s not written into the lease or the monthly statement, and no one in their office advises us of this, how are we to know they do that. Now I’m told, i’m behind my parking fees as according to them they have been applying it to the late fees and or rent. And to get my car out, i have to pay the parking fee, the towing fee, and then still have the ticket to pay. Are they legally able to do that if they do not inform the tenant verbally or in writing?
