problem with my landlord Repair and payment

i have a lot of issues with my landlord and the repairs that they have not yet done to my apartment. I worte a check for my electricity since 7/15/11. it was due on 7/14/11. They just now decided to send the check out on 7/20/11. can they actually wait that long. now they are saying it was returned and it will incurr late fees daily.
