Property Management Company isnt following through…

Hello there,
I am looking for a starting point of who/where to get advice from for the following issues—I have been sending similar emails since I moved in mid March 2013—most of these things were to be done before move in—the cat thing I discovered shortly after moving in. I am in the Southern California area.
One of the emails I have sent:
We have a cat problem and it needs to be taken care of in a timely manner please—the cats are living under the building and between the 1st and 2nd floor crawl space area— all they do is fight under the building and I hope that none of them get hurt/sick or die under there. I have contacted the office about this and some of the neighbors have said they have done the same and it hasn’t been taken care of. I called animal services and you can get humane traps to catch them and bring them with the cat back to them—there is a deposit of $50.00 for it—which you will get back. when they are returned. It may be a reason why we have sooooo many flies in our back porch areas. Tons of them. I have been using fly deterrents–mostly simple natural ones but the volume of flies makes difficult in taking care of the problem.  I hope there aren’t any fleas or ticks living with the cats either— I keep getting bitten when I go outside but I don’t know from what…. Pictures:  (linked to my SkyDrive)
I have also have made appointments with the maintenance man to replace broken blinds, look at the flaking paint in the bath tub, the cover where the carpet turns to tile isn’t secure, any outside lights don’t seem to work, toilet is breaking at the bottom near the rear, remove/repair/replace a/c since its just sitting there broken etc—- and he has never shown up. Also I have heard from neighbors up the block that a near by apartment complex has been dealing with a bed bug issue so I thought I’d give you a heads up about that—-maybe the pest guy can come check inside our apartments periodically just to be on the safe side. I have noticed we are getting a lot of bugs scooting into the apartment since its warmed up some.
I hope these things can be addressed in a safe and timely manner. I know I am not paying a lot in rent and don’t expect top of the line but I do have the right to a clean, safe, and in working condition space to live in.

I am also allergic to cats—-like wheezy, itchy, watery eyes flaring my asthma allergic.
They have supposedly sent a bug guy to spray the outside of the building but I cant verify that since I didn’t see them.
If you could just point me in the right direction it would be a huge help. I am just really tired of dealing with this— I work and go to school full time—I don’t like having to babysit adults.
