Sewage in carpet

My mom lives in a senior citizen apartment and her neighbors toilet backed up and came through the pipe out into the carpet. My mom came to stay with me and a week after it happened I cleaned the carpet because the only thing they had done was unclogged the line.  I took 6 gallons of water off the floor then 2 weeks went by and they still had not done any thing.  I had been in contact with the apartment manager and the property manager.  2 weeks after I cleaned it they paid someone 40 dollars to clean it … now it is going into the 4th week and they want to cut the padding and piece a new piece in and say it is clean and liveable?  Is this correct?
